Asset Declarations Department
- Implements the provisions of the Law on the HJPC of BiH and other regulations concerning declarations; collects declarations from judges, prosecutors, and Council members; verifies the timeliness, accuracy, completeness, and truthfulness of the reported data; analyses data from the declarations to detect incompatible functions or conflicts of interest;
- Carries out formal, regular, and additional verifications of declarations on assets and interests; Establishes a publicly accessible complaint submission system and publishes, at least once a year, a report on the Department’s work;
- Adopts and regularly revises risk criteria on the basis of which priorities are determined for conducting regular verifications of asset declarations, prepares schedules of checks, and carries out additional checks;
- For the purpose of obtaining data from their records, the Department establishes cooperation with authorities, institutions, and other legal entities that maintain records necessary for conducting additional checks;
- Submits a proposal to the Council to initiate minor offence proceedings related to asset declarations;
- Publishes the results of asset declarations’ checks; Provides the Office of the Disciplinary Counsel with information on irregularities arising from the checks; Enters, updates, and manages data in existing databases and, in coordination with the ICT Department, participates in the analysis and design of application solutions for databases, systems, and processes necessary to support the work of the Department;
- Provides expert support to standing committees and other working bodies within the HJPC of BiH falling under the Department’s competence;
- Cooperates with all departments of the HJPC Secretariat, in particular with the Legal Department, the Appointment and Promotion Department, the Department for Disciplinary Procedures and Ethics of Judicial Office Holders, and the Office of the Disciplinary Counsel on all matters within the Department’s competence;
- Participates in medium-term planning, annual programming, monitoring, and reporting processes within the HJPC of BiH;
- Identifies, develops, and implements new and improved working methods to support the development of the HJPC Secretariat and the achievement of the HJPC’s established goals;
- Performs other professional, analytical, and administrative activities arising from the Department’s competences.
